Our Transitional Housing Program exists to do more than provide a place to stay. It is designed to help people rebuild stability, dignity, and connection as they move forward after incarceration or housing disruption. We believe housing works best when it is paired with trust, accountability, and real support.
This program is grounded in restorative justice values. Residents are treated as whole people, not problems to be managed. We focus on safety, responsibility, and community belonging while supporting each person in taking meaningful steps toward long-term housing and independence.

About the Program
Transitional Housing at HCRJC provides structured, short-term housing for adults who are returning to the community and need a stable place to land while working toward permanent housing. Residents live in shared housing and receive individualized support based on their goals, responsibilities, and circumstances.
The program is designed for people who are ready to engage in the work of transition. That includes maintaining a safe and respectful living environment, participating in planning conversations, and taking active steps toward employment, benefits, treatment, or other stability goals.
Housing is paired with case management, reentry navigation, and restorative justice supports. We work closely with community partners, employers, landlords, and service providers to help residents build a realistic and sustainable path forward.

Residents in the Transitional Housing Program may receive support with:

Support navigating employment, income, and benefits
Coordination with probation, parole, or other systems when applicable
Connections to treatment, recovery, and health care resources
Restorative justice practices that support accountability and growth
Assistance identifying and securing permanent housing
Length of stay varies based on individual needs, progress, and housing availability. Our goal is not to rush the process, but to ensure residents leave with a stronger foundation than when they arrived.
For People in Need of Housing
Placement in the Transitional Housing Program typically comes through referrals from the Vermont Department of Corrections, including probation and parole. These referrals help ensure the program is a good fit and that appropriate supports are in place.
If you are involved with DOC, probation, or parole and are seeking transitional housing, we encourage you to speak directly with your supervising officer or case manager about a referral to HCRJC.
If you are not yet connected to a referring agency, or if you need help understanding the process or navigating next steps, you are welcome to contact us. While we cannot guarantee placement, we can help answer questions, provide guidance, and connect you to appropriate resources.
Because space is limited, all referrals are reviewed carefully to ensure the program is appropriate and safe for both the individual and the current household.
